Well the short answer is he would dominate the mid and higher tiers and would get stomped by some of the god tiers. but ill short this down.
Tricky in madness combat is one of the best base fighters in the verse and is probably one of the most skilled.
In terms of speed he's at FTL on the highest brink before reaching MFTL almost down to base line so he is slower than somethings in jojo....if he is amped he reaches MFTL easily considering he easily blitzes hank who can casually reaction dodge lasers so he would be on the faster side. if he has the improbablity machine he can amp himself to be faster
In terms of actual strength he's large building level at best meaning because he can over power hank and jesus. he casually rips people apart with the same ease people like part 1 dio does and he would be able to oneshot most the base durability in jojo if he got his hands on them. but he should only be as strong as like killer queen...so he gets outclassed by most stands in terms of strength
With hax he's class k meaning he should be able to contest with sp(who could possibly be even higher)....and would man handle stands like crazy diamond or stone free with ease....with his own phyiscal strength he's stronger than all of the non amped humans in jojo and is actually 1/5th of stone free's lifting strength.
In terms of durability he's small building level. scales to hank and has been dropped through closing walls before. he gets ripped apart beheaded....stabbed through the face...impaled and regens from these fairely easily and has immense pain tolerance so he isnt gonna be staggered by these either

So things like predicting the number of seconds in timestop and or time erase shouldnt be hard for him.
Things like phasing through him or absorbing him wont work. he killed the auditor who tried to absorb him just by having some type of weird madness energy.
I low balled this guy until i actually watched madness combat again and realized that he would be a geniune threat to most anime verses....he has fear hax resistance...low level reality warping...he's just a all around problem to fight against
