This is a kind of question we cannot really answer...

Because requiem arrow isn't totally explained, and we don't have idea of the limits of the thing...

So we can only speculate about it...

I mean it depends. Can any existing requiem stand beat any fictional character? No. If Goku used a requiem arrow and wanted to be the strongest being ever to exist… yes.

Requiem arrows will only affect stands...

If Goku use one he will only get a bad scratch...

Or a Stand, but yes.

I assume yes, reason being in all examples of requiem stands happening (Kira, Gio, and etc) they all got what they needed in that exact moment.

Kira gained the power to never be exposed by the only person who knew his identity

Gio got the power to counter the skip time effect

Polnerff (however you spell it) got the power to protect the arrow.

So for instance lets say Jotaro needed to beat Goku, then the only reasonable thing the arrow could do is give him the power to be stronger and faster then him. But this is mostly speculation however thats how I see requiem working.

Edit: In other words, yes solong as the user can handle the power.
