Diavolo didn't sell drugs to kids. He owned a mafia whose lower ranks made a profit off of selling drugs to adolescents. Also, if you think that's the most evil thing any JoJo villain has done, you need to set some priorities.

Compared to the other villains.

Diavolo is tame as f*ck.

Diavolo isn't that malicious, he just started a crime empire and abandoned it so he could stay at the top while not showing his face to anyone. He only killed people that posed a lethal threat to him (the cleaning lady wasn't a dangerous threat that he had to put down, most of the villains would have killed her for fun once she came in the room) and everything he's blamed for in Golden Wind is done by his underlings who he's never even spoken with.
