I sorta can. If you're nerfing every advantag one has and buffing the other just so a fan favorite can beat a superior stand, then yes. It's BS. It would be like me saying "It's Sticky Fingers Vs. Beach Boy, but Bruno and his stand can't use their abilities or move". Of course one will win because you take away everything the other requires to be useful. Sorta like trying to equalize speed against Silver Chariot.
