I think the strongest stand is Death 13 because you canāt summon your stand unless you already had it out before entering and the stand user can manipulate the dream it self

It's not the strongest stand in general, however it would be the strongest in very spesific situations.

No he wouldnāt be able to use GER cause you cant pull stands out in the dream world unless you have it out when u fall asleep.

So yea RTZ Would work during the dream if he was to get attacked in the dream.
