White Album allows Ghiaccio to freeze the environment around him. The suit isn’t its natural form (I mean, it is, just not natural, natural), it’s made of ice created (and refined, for the suit that is) by Ghiaccio.

He doesn’t even need to wear the suit for White Album to be functional, since he has been shown to use White Album without having the suit on.
