I mean Joseph even confirmed if Avdol did do it he would for sure take out everyone in there. Plus Dio is very stupid.

Then again Joseph could use Hermit Purple to find an exit for him, Jotaro, and Kakyoin to escape before the fire becomes to dangerous.
