So what if its an illusion? I dont think that should be enough to qualify as irrelevant. Its an illusion but it doesnt change the power scaling of stands.

@Pewdiepug94 sorry for the late reply. But I think it's cuz Jotaro didn't use TS that much. Think about it, unlike Dio Jotaro doesn't spam TS unless if it's his last chance of is advantage or a last resort or when he's saving someone, we know this cuz he stated that he hasn't used his stand in combat in 10 years during pt4, and after SP awaken back again, throughout the whole part he used his TS against a rat(cuz he and Josuke were outmatched), to sheer heart attack (to save Koichi), and Kira final fight(cuz he had no other choice considering that Kira has complete control of the situation and can spam Btd). In part 6, he used TS to save Jolyne and used it on Pucci to finish him off considering that Pucci is a successor of Dio and Jotaro can't let influences like this slip away and not be dealt with. But for other stand users where he's by himself, 99% chance being weaker than SP(considering it's implied to being the strongest/invincible stand), sure u can argue that they are some stands that have an advantage over his like the rat in pt4 but Jotaro should have prep time since he's tasked w/ these missions and he's the type of guy to think of a strategy to overcome his opponents and almost always does, so it would be safe to assume that he wouldn't use TS in those enemy stand missions considering that he uses TS in special occasions (as I listed above) and has prep time and is the type of strategist who easily overcomes his enemies from his sheer observation and detailed information.

Jotaro's entire reason for leaving Jolyne is due to the fact that enemy stand users that served DIO were holding a grudge against Jotaro. Practically all the enemies now know Jotaro's SPTW's ability to stop time for 5 seconds. You think they're gonna make it easy for him? Its arguable that the enemies attacked Jotaro with techniques that made his TS feel useless. Which results into the possibility that Jotaro still used his stand, just not TS since his TS was never helpful. When you go in DIU, kira is the only one Jotaro was able to use TS on because to this day, Kira does not know Jotaro can stop time. Jotaro did use his stand for 10 years. Jotaro just never chose to use TS for whatever reason. Either cause enemies never gave him that viable option to or it gave Jotaro PTSD or some other reason

Its moreso Jotaro just wanting to test Josuke. Jotaro states himself he could have easily done it but since Josuke wanted to talk shit, Jotaro just let him do it instead to see just how powerful his CD is.

Although I do think Jotaro could have easily stopped time here and just went after kira, yea his stupid Joestar instincts kicked in and just decided to stay back for Koichi. Why Jotaro didnt just grab SHA and smash it through the wall in order for it K.O kira? I have no idea. Ig thats what happens when you take Jotaro's plot armor away...

Tbf, I dont think Jotaro really cared about DIO's followers. They sort of just went after Jotaro as stated in part 6...
