If we're including higher tier characters in Naruto they can be argued to being high multiversal level but I'm not so sure about One Piece, I mean I know they are multi-Continental level but I there's a ranking video I have yet started, so I'm going have to go for Sai(I might change later)
Marco kinda Carries, as any higher end scaling occurs only to a few late game characters for Naruto. All the jojo characters don’t have the fire power to hit the other characters. And Marco is a higher tiered character within OP.
