When Diavolo uses TE the events still occur as he "doesn't" exist in his pocket dimension the flow of time is still moving through Diavolo's perception, Diavolo has to be patient and let the Cause occur so he can find the right Effect via physical actions after his ability is over. People consider KC a "S tier stand" but there are alot of versatile and high ranged/and automatic hazzard type stands, so KC is only "S" tier with prep time, it's more like A tier below WR tbh.
