Yea its a little contradictor cause SP never actually does this but its most likely a translation error. All we know is that Araki stated something having to do with SP improving his ability to stop time.
(This is just a small lead, doesn't actually mean he can go above 5 seconds. For all we know, it might just be referring to DIU expansion of TS)
