Not all fated events will happen to the T ofc but there is obv similarities between the 2. Both Jonathan's sacrificed themselves for their family, both DIO's fins themselves connected to the Joestar bloodline and have to overcome their destinies (both failed). Both Josuke's end up having to fight a man who's identity is hidden to the public eye.

There is a clear vision when looking at the fates these characters share in JoJo. Let's not forget that Absolute fate exists. Justice always prevails no matter what. There is no world in the multiverse where DIO got heaven cause that'd contradict a law within the canon. Ofc the point of EOH is to tamper with that law a bit to show the outcome of DIO's heaven.
