Ok so
SC is fast enough to threaten stands such as KC. Doesn't matter if you think KC is faster or SC, the point is that the speed gap is relatively small. If it wasn't, Diavolo would find no need to blind Polnareff
Polnareff only states its a matter of luck due to the fact that within the world of JoJo, you cannot defend against an attack if you don't know where or when KC will attack. The blood trick only tells you when time has skipped, not if KC is going to attack or he's already attack or exactly when he's going to attack. Avoiding KC's attack being a matter of luck has nothing to do with speed. Even then, this woudnt change the fact that the speed gap is relatively small. Ofc if someone isn't that far below or above you and they get a headstart on an attack that you don't know where or when its coming from, yea ofc that's luck based. Irrelevant information.
So now that we know SC and KC aren't that far off in terms of speed

^ Not only does the statement tell you that TS>TE(KC existed before TW so the statement of TW owning the ability to rule the world, it means that Araki puts TS above TE) but also that TW>Armor off SC who is supposed to be massively faster than KC to the point where there is no comparison.
