You'd have to bring up a Dragon Ball character of a similar godliness, like...Zeno for example. Zeno probably could defeat D;OH. But HIT is primarily just sort of relying on his time based abilities, which Dio far surpasses, especially by the time he reaches over heaven. He can literally alter reality on a conceptual level at that point.
