It can create illusions based on the Victim Fear, it can also control emotions, darkness and Void Creation/Dark matter. He can also create eyes that locate nearby persons. The stand doesnt have a physical Form but it prefers to be an painting.
This stand is highly pacific, having an own mind of his own. But, Its immortal since Fear and the Unknown are onipresent in every place.

OVERRALL: Its pretty op this stand but Its not invincible, even tho Its VERY VERY op and broken it has a Weakness.
WEAKNESS: Any stand, and when i mean ANY stand that can break the painting he uses can cause a little damage to him, but the damage also Goes Back to the user that hit the painting, it his also weak to VERY VERY VERY strong lights due to his multiple floating eyes.
