Now I'm no powerscaler but I just don't think anyone can use NLF on Heaven's Door seeing as he, for some reason, can't just write "I will let go of Rohan Kishibe then I will make my stand punch me to death" on Highway Star because he was, quote, "too weak to write", but could just write "I will fly away backwards at 70 kilometers per hour" on Josuke. You could argue that the second time around, Highway Star is distracted and Rohan may be on a tense situation and had to think fast but Rohan's capabilities is not very consistent..

If No Limit Fallacy is applied though, he doesn't even have to be able to effect himself with Heaven's Door, he can just write "I will protect Rohan Kishibe and my strength will grow instantly against threats of Rohan Kishibe until I am twice the strength of that threat" or "I will protect Rohan Kishibe and I will instantaneously develop any abilities to counter the ability that threatens Rohan Kishibe"! Which he did not.. Ever. Which can easily be plot reasons but ¯\_(ツ)_/¯

Rohan does actually use his stand on himself in the Thus Spoke Tohan Kishibe spinoff which was confirmed to be canon.

As to how far the limits go? The best way i can explain it is that Rohan is capable of writing down information on his victims as long as its within their potential. Afterall, he only effects memories and actions. It is impossible to develope an ability through sheer action, the thing Heaven's Door overwrites. Rohan could in fact make himself smarter to however smart his potential allows him to go. He can force himself to defend against any finite level of speed as long as his body is capable of handling it.

Heavens Door is a very powerful Stand eith speed comparable to SP and the ability to control the actions and memory of your opponent and yourself. Id go as far as to argue that I think Heavens Door has a chsnce against a stand such as GER himself.
