Is there a reason why some Stands talk and others don't? I thought about this earlier when I heard Underworld (Versus' Stand in Stone Ocean) talking, an I was wondering how come his or Pucci's Whitesnake can talk? Is it me that I didn't understand why, or is it unknown?

Crocodile's one of my favorite OP character.
If it wasn't for its user, could it be dangerous to many other Stand users? The guy is pretty stupid and can't use his power properly, but I think it could be stronger with someone else.
