Last time I checked the only reason Jotaro failed in the end was because his daughter was in danger. If this is prime sp then I think he can with (due to prime seeming to have 5 second time stop and is stronge faster overall)

I assume yes, reason being in all examples of requiem stands happening (Kira, Gio, and etc) they all got what they needed in that exact moment.

Kira gained the power to never be exposed by the only person who knew his identity

Gio got the power to counter the skip time effect

Polnerff (however you spell it) got the power to protect the arrow.

So for instance lets say Jotaro needed to beat Goku, then the only reasonable thing the arrow could do is give him the power to be stronger and faster then him. But this is mostly speculation however thats how I see requiem working.

Edit: In other words, yes solong as the user can handle the power.
