Stand Name: The Ray/ZA RAIDO
Stand User: Detective Horo-Sha (Character belongs to me)
Stand Ability: The power of the stand is to detect the abilities of all lifeforms in a 1km range. The Ray can link to any lifeforms in range with up to a maximum of 4 linked things at a time. These links strengthen Horo-sha and allow him to use specific abilities of linked lifeforms. Linking to a cat gives him more agility, linking to a frog gives him more leg power, linking to a pufferfish makes him poisonous, linking to an animal with a shell like a snail or crab makes his skin far tougher to penetrate. These effects can still happen even if the linked animal moves out of range. If the Ray links and copies a stand or other supernatural entity, it will instead gain the ability to use the entity’s ability in addition to its own

First off, Kira would be able to beat Diavolo, while Diavolo can skip time to see that Kira is indeed the stand user of Killer Queen, that probably might causes Bites the Dust to activate since Diavolo would then know Kira's identity. Since Diavolo is blown to bits in this scenario it is canon.
Second, DIO's timestop won't do anything to Kars, no matter how many knives, punches or road rollers DIO throws at Kars won't do anything since Kars is unkillable. What's more if Kars is capable of mimicking the abilities of every other lifeform on the planet, including hamon, then Kars being able to use his own version of the World isn't much of a stretch. Jorge Joestar isn't really canon, but it does give us a good idea on how powerful Kars actually is.

Technically speaking Kars is the #1 strongest Jojo villain.
Since Kars is the Ultimate Lifeform and therefore is capable of using all abilities every other thing has, it's not much of a stretch to say he would be capable of mimicking stand abilities not only perfectly but better than the original.
JORGE JOSTAR, despite being non canon, gives us a really good idea the limits and pull potential of Kars's powers, as he was able use his own versions of the World, Killer Queen, D4C and King Crimson, which were far more powerful such as the World Ultimate being able to stop time for an entire hour.
I wonder how things would go if the entire time the crusaders were chasing down DIO, Kars landed back on Earth and chased down Joseph?
