Diego is basically Jotaro, and seeing that Jotaro was holding back when he fought Josuke (and only had like 2 seconds of time stop) it’s very reasonable to assume a villain like Diego would be able to easily beat him.
The animation is a copy of every other fan made steel ball run opening, the song is awesomely subpar.
