DIO is very subjective, Jotaro just defeat DIO because he use his trick, while Diego very careful. both can stop time in 5 seconds, but the world is a little bit stronger and faster than star platinum. Also, Diego have some weapon against Jotaro.

At the beginning, Giorno almost defeat Kars by GER, Kars can't do anything to harm Giorno, but he realize Giorno is protected by someone, then Kars use his senses to identify GER. Some minutes later, Kars copy GER's ability and give himself a stronger version of GER

Also, remember that GER needs to kill someone first, then erase their death to put them into infinity death loop. This description is different from manga, but maybe it's changed to be more suitable in anime
