I think cioccolata and secco and anjuro are the most evil and diavolo

Lets start off with Cioccolata.

Cioccolata likes driving people to suicide and recording it on film which practically makes him a psychopath. He also likes cutting people up and performing unnecessary surgeries.

Overall he likes torturing people and ALSO recording them on film. Like when he sliced sorbet in front of gelato into perfect pieces. Secco was filming as Cioccolata sliced him because they were complete psychopaths.

Secco likes recording the awful things Cioccolata does and is his partner. Secco enjoys seeing the horrifying things Cioccolata does and at the end hates him because he died and cause he was supposedly "weak" This caused him to start chasing bruno and trying to kill him because he has nothing more than bitter hate.

Secco is like more innocent than ciocotalla for hating him in the end, and pretty much just records them but isnt really the cause of their deaths

Id say Dio and Diavolo are tied for mkst evil because dio not only wanted to destroy all the joestars but also keep increasing ts to rule the world ig,and diavolo bec he doesnt hesitate about killing anyone including his own daughter and all for personal gain,id say the least evio jojo villisn is Jobin mainly cuz of how nice he actually is and always tried to make the right decisions.
